The ELD rule, congressionally mandated as a part of MAP-21, is intended to provide safer work environments and to track, manage and share RODS data. The ELD device synchronizes with the vehicle’s engine to automatically record driving time for faster and more accurate HOS reporting.

The ELD mandate applies to all carriers, including one truck owner operators, where the nature of operations require the maintenance of RODS. All regulated CMVs, model year 2000 and newer, operating in interstate commerce are affected by the mandate unless the carrier or driver meets the requirements of an applicable HOS exception.
Refer to the definition of a CMV as found under § 390.5.

Any applicable fleet vehicle that is not currently equipped with a compliant AOBRD or EOBR must be equipped with an ELD compliant solution by December 18, 2017. Any applicable vehicle that is already equipped with a compliant AORB or EORD has until December 16, 2019 to implement an ELD compliant solution.
